What does Competency mean?

Competence and Competency are words that are thrown around today. Unfortunately, individuals seem to use them to mean different things, so what do the experts tell us about this subject? Lucia and Lepsinger provide this definition of a competency in their book, The Art and Science of Competency Models: “… ‘a cluster of related knowledge, skills, and attitudes that affects a major part of one’s job (a role or responsibility), that correlates with performance on the job, that can be measured against well-accepted standards, and that can be improved via training and development.”  In a competency model, we can see the integrated set of competencies required for an individual in a job role, like Instrumentation technician, that defines what excellent performance would look like when executed to the approved standard for that role.
